A fire district residents trusted but couldn't name.
A regional fire district serving 160,000 residents in non-contiguous boundaries needed to understand how its community viewed its services, where residents looked for information, and what they understood about how emergency services are funded ahead of a potential EMS levy lid lift.

What We Did
We conducted a representative multi-modal survey of 400 district residents and audited the District’s communications processes, channels, content, and internal information flows. The research found near-universal satisfaction with the service alongside uneven recognition of the District itself, identified the channels residents actually use, and tested which explanations of funding need residents found most relevant.

The Results
Strategies 360 translated those findings into a strategic communications roadmap, including a messaging framework, community engagement materials, internal staff toolkits, and a 65-day digital information program delivering 2.29 million impressions across the district. The levy lid lift passed with 63.56% support. The roadmap continues to guide the District’s year-round outreach.
