Andy leads S360’s DC office, while spending a significant amount of time in S360’s Hawaii office.  He brings together decades of experience in federal service, government relations, campaigns, and the law.

Andy’s advocacy practice focuses on appropriations, health care, energy, transportation, climate change, science, ocean policy, telecommunications, education, Indigenous peoples, and state and local governments. In Hawaii, Andy works closely with regulated industries, and he has led Governor Josh Green’s team addressing the issues arising out of the Maui wildfires since 2023.

Before joining Strategies 360, Andy served as Chief of Staff to Senator Brian Schatz (D-HI) for over six years.  Prior to joining Senator Schatz’s office, Andy was a successful political consultant based in Hawaii.  He headed up Barack Obama’s presidential campaign in Hawaii in 2007-8, led strategy for Senator Schatz’s successful 2014 and 2016 campaigns, was a senior adviser to Mazie Hirono’s (D-HI) successful campaign for the Senate in 2012, and the campaign manager for Senator Daniel Akaka’s successful re-election campaign in 2006. Most recently, Andy served as Governor Josh Green’s senior advisor for his successful campaigns in 2018 for lieutenant governor and in 2022 for governor.  Andy has also consulted on numerous congressional races throughout the United States.

From 2009 -2012, Andy was the Director of External Affairs and Director of Strategic Initiatives and Partnerships at the National Oceanic & Atmospheric Administration (NOAA) in Washington, DC. In addition to coordinating engagement strategies throughout the agency, he was heavily involved in inter-agency outreach following the 2010 Deepwater Horizon oil spill in the Gulf of Mexico.

Andy practiced law in Hawaii for over 20 years. He founded and served as Managing Partner at Winer, Meheula & Devens. He earned a B.A. in political science and history from UCLA, and J.D from the University of California’s Berkeley School of Law.  Andy lives in Virginia with his wife and their energetic golden retriever.
