Situation: Oregon’s undocumented and low-income communities of color faced systemic barriers to healthcare access, and a coalition fighting for their interests needed a strong advocacy strategy to expand funding for the Healthier Oregon Program.
Strategy: Strategies 360 built and managed a statewide coalition, engaged key legislators and healthcare stakeholders, and developed a comprehensive communications and advocacy plan to amplify community voices.
Success: The coalition gained a stronger seat at the table in Salem, secured endorsements from major healthcare players, and positioned the Coalition to influence policy decisions that will expand coverage for thousands of Oregonians.
Situation: Prescription drug prices were rising rapidly, threatening affordability for Oregon patients and undermining trust in the system. We needed a strategy to protect the state’s Prescription Drug Affordability Board (PDAB) and advance new reforms.
Strategy: Strategies 360 led coalition management, lobbying, and a statewide communications campaign—building public pressure, shaping rulemaking, and coordinating testimony to keep affordability a top legislative priority.
Success: We strengthened bipartisan support for PDAB, expanded its coalition reach to rural and underrepresented communities, and positioned Oregon as a national leader on prescription drug affordability reforms.
Situation: One of our states was having a crisis in children’s mental health. We realized that one of our clients had the skill set to provide some solutions.
Strategy: To begin the dialogue with state officials as to how this client might help we prompted the client to provide examples of what works and what does not work in other states and proposed positioning the client as the state’s partner as provider of agnostic information focused on best practices. The 360 team guided the client across the state to meet with important stakeholders on what was really needed and proven successful.
Success: We put our client in the best position possible and they won a multi-million-dollar request for proposal as a result.
Situation: Courts held that an important provision regarding a declaration of brain death was not clear, and hospitals and physicians needed the law to be unambiguous and beyond reproach.
Strategy: Calling on national experts who have done extensive research on brain death, S360 brought together stakeholders who crafted those findings into clear and concise legislation. It clarified what steps a physician should take to declare an individual brain dead and ensured it not only met the court’s needs, but also medical review. Reaching consensus on language was just the first step to convincing legislators why the clarification of law was needed. It also beat back major misconceptions as to what, in fact, brain death was and how it could be deemed incontrovertible.
Success: The law was passed, and additional states began to look at this groundbreaking legislation as the standard definition that all should adopt.
Situation: A regional hospital’s electronic medical records system was dated and causing problems for staff and patients alike.
Strategy: Securing new funding to upgrade their system would help improve the hospital by making necessary upgrades to ensure safe and easy access to medical records for both patients and staff. With this financial support, the hospital could implement advanced security measures to protect sensitive patient information, modernize its IT infrastructure to support reliable and efficient performance, and develop user-friendly interfaces that simplify navigation and management of medical records. Additionally, integrating EMR systems with other healthcare platforms would facilitate seamless data exchange, improving care coordination and access to specialized services.
Success: The hospital received $2.5 million to enhance its electronic medical records system in the FY24 Labor, Health & Human Services, Education and Related Agencies Appropriation bill.
Situation: One of Hawaii’s leading hospitals had beds and gurneys that were over 17 years old and in need of replacement.
Strategy: Since almost all the beds are no longer able to be serviced or repaired, S360 identified a line item in the FY25 Labor, Health & Human Services, Education and Related Agencies Appropriation bill to request funding for the replacement of 252 beds.
Success: Both Senator Schatz and Hirono in their FY25 CDS FY25 Labor, Health & Human Services, Education and Related Agencies requests included $1.26 million for the hospital to replace its beds and gurneys fleet.
