<p>The 2026 sessions in both states wrapped in early March, shaped by tight budgets, federal uncertainty, and a continued focus on affordability.</p>
<p>Budgets drove much of the conversation in both states. In Oregon, lawmakers spent the 35-day session working to close a roughly $900 million gap. Lawmakers from the majority party worked together to identify priorities and hold difficult conversations on solving the states most pressing problems. Ultimately, this resulted in the passage of far-reaching bills and budget decisions that did not seem possible at the start of session.</p>

<p><strong>Building the Digital Marketing Group</strong></p>
<p>Matt began a small, independent agency called Sovo Media, which he joined to S360 over a decade ago. From that time, he has built our Digital Marketing Group from the ground up. Before that, he worked at Microsoft after the Bing launch, helping advertisers figure out how to convert search traffic into business outcomes. This gave Matt a practical, performance-first mindset that he brings to each client project to this day.</p>
<p><strong><em>“The skill that matters most in this role isn’t simply knowing every platform,”</em> </strong>said Matt. <strong><em>“It’s understanding the client goals and applying them to precision targeting, smart creative, and rigorous measurement.</em></strong>”</p>
<p>Today, S360’s Digital Marketing Group manages approximately $5 million in annual media budgets for hundreds of clients. Matt oversees a team of four digital marketing strategists working collaboratively with communications, traditional marketing, and creative professionals across the firm to support the unique needs of each client. Matt credits the success of this practice area to the team’s ability to translate digital marketing complexities for clients to feel knowledgeable and informed of their choices.</p>
<p>What makes S360’s practice genuinely different is our depth of public sector experience across 1,000+ clients. We&#8217;ve run digital campaigns for school districts, state agencies, utilities, nonprofits, and advocacy organizations across the western United States. We understand the difference between marketing a bond measure and marketing a college enrollment campaign, and how both are completely different from a commercial brand campaign. Most agencies treat the public sector as a vertical they dabble in. For us, it&#8217;s our core identity.</p>
<p><strong>Staying current, because this industry does not reward complacency</strong></p>
<p>Keeping up with ever changing trends in digital marketing requires building the habit into your week, not your quarter. Matt follows a disciplined mix of industry sources, platform updates, and relevant communities. But he notes that the best signal is often what he sees in client campaign data. When something shifts in performance patterns across multiple clients, that tells him something is changing at the platform level before the trade press catches up. This type of vigilance means that S360 teams can make quick shifts for clients that follow the data and support effective ongoing campaign management.</p>
<p>What remains consistent? The fundamentals of human attention and persuasion haven&#8217;t changed. People respond to relevance, to clarity, to messages that feel like they were meant for them.</p>
<p><strong><em>“The targeting tools get more sophisticated, the creative formats multiply, but if your message doesn&#8217;t resonate with a real person who has a real need, then the algorithm won’t save you.”</em></strong></p>
<p>Trust and transparency matter more than ever in public sector marketing because communities are sophisticated and campaigns that feel non-genuine backfire badly.</p>
<p>The other constant: measurement. Matt has always anchored his team around the question &#8216;what does this actually produce?&#8217; not &#8216;how many impressions did we buy?&#8217; That discipline of connecting investment to outcomes never goes out of style.</p>
<p><strong>Complex, meaningful projects are the dream</strong></p>

<p>From a craft perspective, Matt is excited by the complexity: micro-targeting across dozens of distinct communities, navigating multiple languages and cultures, working within public sector transparency requirements, and trying to move people from awareness to action on something they may have never engaged with before. A project like this would benefit from S360’s integrated services model, where we pull in experts in developing compelling creative, resonant messages, community trust-building and public affairs, and precision targeting with rigorous measurement.</p>

<p><span data-contrast="auto">Our research consistently shows that voters strongly support CTE opportunities in schools. When asked how school bonds and levies should be used, voters overwhelmingly prioritize adding or expanding CTE courses and facilities. In fact, increasing CTE is the top funding choice among voters across demographics. This is a clear signal that communities value hands-on learning and real-world preparation.</span><span data-ccp-props="{}"> </span></p>

<p><strong>Relationships Matter, and So Does Hustle, For The Oregon Government Affairs Team</strong></p>

It takes time to build coalitions, refine policy needs, identify your supporters, and build trusting relationships with lawmakers and government staff to champion an issue. In Oregon, our Government Relations team brings a 360° approach to this work connecting people and ideas at the nexus of policy, funding, and social impact to improve the lives of Oregonians.</p>
<p style="font-weight: 400;">For <strong>Miranda Miller</strong> and <strong>Marissa Cade</strong>, their work reflects their values. As Directors of Government Relations, they work with clients to navigate existing systems and update them to maximize beneficial impacts on the community. Both work with clients that aim to address inequitable systems, focus on vulnerable groups, and drive progress in Oregon. From climate and environmental justice, to access to health care, to tribal sovereignty and more, Marissa and Miranda work fiercely to center their client’s priorities within the halls of government.</p>
<p style="font-weight: 400;">Marissa’s career in government began when she served as a Legislative Aide to Rep. Michael Dembrow and then Policy Advisor to Rep. Barbara Smith Warner in the Oregon State Legislature. She went on to found and lead Home Share Oregon, an innovative housing program, and create and convene the Sober Inner Portland Coalition to expand treatment and recovery housing services.</p>
<p style="font-weight: 400;">Miranda came to S360 following her service as Chief of Staff to then-Oregon State Representative (now U.S. Representative) Andrea Salinas. She was also a Field Director and later Legislative Aide to Oregon State Representative Rachel Prusak. Miranda has spent time serving coalitions and non-profits including NARPAL Pro-Choice Oregon, the Coalition for a Healthier Oregon, and the National Association of Social Workers.</p>
<p style="font-weight: 400;"><strong>Bringing Their Background to the Foreground</strong></p>

<p style="font-weight: 400;"><strong><em>&#8220;Both of us have overcome adversity in the past,&#8221;</em></strong> adds Marissa. <strong><em>&#8220;As a result, I think we share the unique combination of strong empathy and perseverance. We get in this mindset of refusing to accept defeat.&#8221;  </em></strong></p>
<p style="font-weight: 400;">For both, knowledge, experience, and relationships at the state legislature is a given benefit for clients. What sets them apart is their collaborative, open, and curious approach to every issue. Their skill is building relationships through connection and providing clear-headed advice to clients that inform and empower them through the legislative process. Indeed, anyone who meets Marissa and Miranda will find an affable duo who are clearly interested in having open conversations that inform their strategies and strengthen their clients’ participation in policy-making.</p>
<p style="font-weight: 400;">With the ability to connect and relate to people, Marissa and Miranda find mutually, or collectively, beneficial pathways forward. Their philosophy to find the win-win solutions makes them strong coalition organizers and savvy negotiators with lawmakers.</p>
<p style="font-weight: 400;"><strong>Thoughts on the Short Session</strong></p>
<p style="font-weight: 400;">Oregon is facing budget shortfalls, like so many other states. Reduced federal revenue impacts the state budget needs, and this balancing act is a top priority. A focus right now is transportation and its tendrils in the budget.</p>
<p style="font-weight: 400;">Miranda and Marissa note that with these challenges, community voices must be prioritized in tight budget decisions. Their work now is supporting clients by finding and cultivating allies to raise the community’s collective voice on their top issues.</p>

<p style="font-weight: 400;">Mari Hutchinson, CPA, has joined the strategic communications and public affairs firm, Strategies 360 (S360) as Chief Operating Officer and Chief Financial Officer. This role is designed to support the company’s long-term stability, sustainable growth, and organizational success following a change in ownership in January of this year.</p>
<p style="font-weight: 400;"><a href="https://www.strategies360.com/strategies-360-is-under-new-ownership/">S360 was purchased</a> by the firm’s Nevada leader and former Speaker of the Assembly, John Oceguera. Hutchinson is the first hire under the new ownership and will serve the company in a dual role that supports the internal structure of the firm, while engaging with clients as an advisor.</p>
<p style="font-weight: 400;"><strong><em>“Mari offers the unique combination of big picture thinking with an eye for technical detail,”</em></strong> said Oceguera, S360’s CEO. <strong><em>“She will bring her deep leadership and advocacy experience to improve our internal organizational structures and grow our team’s impact as a knowledgeable advisor for staff, partners and clients alike.”</em></strong></p>
<p style="font-weight: 400;">Mari came to S360 following fourteen years of service with STEP2 &#8211; a non-profit that supports women in addiction recovery and their children. She was responsible for the financial health of the organization, staff and board management, contract negotiations, and legislative advocacy on behalf of interests related to Nevada’s non-profit community, health and human services, drug policy and other related issues that impacted STEP2’s community and families. First as the CFO/COO, then as CEO, Mari sustained a strong organizational culture that ensured those who relied on their services had a safe and successful journey to recovery.</p>
<p style="font-weight: 400;"><strong><em>“I am very excited to foster S360’s vision as a transparent, vibrant, and growing company that does great work for our communities,” </em></strong>said Hutchinson.<strong><em> “I look forward to supporting a corporate culture </em></strong><strong><em>where people can do great work, grow in their careers, and feel valued for the impact they make.”</em></strong></p>
<p style="font-weight: 400;">Before engaging in non-profit service, Mari spent years working in the corporate world. For over a decade, she was Vice President and Certified Business Valuation Analyst at a real estate valuation firm. She began her career as an accountant with Deloitte LLP. Mari holds a Business Management degree from University of Nevada, Reno, and is a Certified Public Accountant (CPA).</p>
