Kelsey Hulse approaches government affairs with optimism and relentless persistence. As Vice President of Government Relations for S360’s Olympia practice, she delivers agile strategies to advocate for her clients at the Washington Legislature and with government agencies and municipalities. With nearly two decades working across marketing, communications and advocacy disciplines, Kelsey offers well rounded service to clients to effectively build and maintain relationships at the capitol and across the state.

Prior to joining S360, Kelsey served in several government affairs roles at Puget Sound Energy. Here she worked with municipalities, state agencies, and tribal governments to move clean energy projects forward. Her work included building relationships across diverse interests to find solutions to the barriers to clean energy development.

Building relationships helped Kelsey succeed as a fundraiser in previous roles at the Evergreen State College, the Thurston County Food Bank, and the Washington Combined Fund Drive. In these roles, Kelsey worked with donors to secure major gifts for annual and capital funds. Her approach to fundraising serves her in her current role too – creating plans, building compelling messages and delivering those messages to the right audience. Her persistence and can-do outlook ensured that she could meet the ambitious goals of the institutions she represented and the communities they serve.

Kelsey started her career in marketing, working for several private businesses including an outdoor sports technology company and an environmental engineering firm. Her passion for the outdoors and a healthy environment extends into her personal work as a board member on the Nisqually Land Trust. She also serves her community as a board member on the Community Foundation of South Puget Sound and the Thurston County Chamber of Commerce. Kelsey earned her undergraduate degree at Albion College and her MBA at Western Governors University.
