Chloe brings deep expertise in Oregon’s legislative process, political strategy and detailed policy development to each project she takes on. As Senior Director of Government Affairs and Political Engagement, she helps clients navigate state government with lobbying services and strategic political insight to address their unique challenges.
Prior to joining S360, Chloe served as the Legislative Director for two consecutive house majority leaders. In this role, she helped a caucus of 38 members navigate the legislative process and send caucus priorities to the Governor’s desk. During the 2019 session, Chloe was instrumental in the crafting and passage of Oregon’s Paid Family and Medical Leave Insurance bill.
Before serving in the House Majority Office, Chloe was lead staff for two members of house leadership, focusing closely on energy and environment policy work. Here she crafted oil train safety legislation in compliance with federal rail and water law.
Beyond work in the state legislature, Chloe has served on a variety of campaigns; from managing a successful local race to operations and field support for statewide races. She initially caught the bug for politics after conducting legislative research on budget and banking in Senator Jeff Merkley’s Washington D.C. office. While there, she also supported constituent services and communications, providing her a unique glimpse into Oregonians federal policy needs.
Chloe holds a BA in Political Science from Whitworth University. When not working, you can find Chloe enjoying the best that Oregon has to offer—hiking, camping, good food, and local beer and wine. She and her fiancé live in Portland with their black lab, Timber.
