The Challenge
Pass groundbreaking legislation to expand Idahoans’ access to public records.
The Strategy
Reached out to legislators across the political spectrum and generate support
Found unlikely allies among legislative leadership and other elected officials
Pulled together an unlikely coalition of groups and people who support the effort
Worked tirelessly to craft a bill and a coalition designed to win universal support
The coalition of business groups, agency associations, interest groups, the media and agriculture groups that eventually backed the bill was called “one of the most unlikely alliances” in the history of the Idaho Legislature
The Success
The bill passed numerous committees and both houses of the Idaho Legislature with only two dissenting votes over a weeks-long process. The bill was signed into law by Idaho’s governor.
The first two hours of labor and 100 pages of copies are now free for every records request in Idaho. There is also more clarity on payment exemptions, duties of public agencies and how much should be charged for copies.
